Julie Taylor helps clients on design, construction, environmental, and land use issues. Clients include: local, national, and international architects; large public agencies; nonprofit affordable housing developers; for-profit developers; urban planners; landscape architects; a regional theatre; and churches.

Her specialties include providing pragmatic advice on: architecture and construction contracts; Superfund, 21E, hazardous waste, brownfields, and other environmental and land use issues; Vermont Act 250 land use law; settling disputes without litigation; and interstate and international licensing of design professionals.  Julie also offers services as a mediator.

Having been in-house counsel for a national construction company and outside counsel for architects, Julie knows both the legal side and the business side of design and construction issues.  She also understands environmental issues:  she worked for the U.S. Environmental Protection Agency and served on a regional environmental commission that granted permits for major development projects.

Julie has extensive experience in negotiations, settlements, mediations and other forms of alternative dispute resolution.  She has settled multi-million dollars disputes.  She has also resolved small claims cost-effectively and with minimal time impact on company managers. 

Julie is a cum laude graduate of Harvard Law School.  Her undergraduate degree is from Cornell University.   Her mediation training was also at Harvard Law School.

Prior Professional Experience

Pizzagalli Construction Company, South Burlington, VT (1994-2003).  General Counsel.  Managed all legal work for a company of 1,000 employees working on 50 projects around the U.S. for government, commercial, and institutional clients.  She advised senior managers on contracts, joint ventures, employment policies and claims (harassment, discrimination, disability, etc.), multi-state practice, subcontractors, bonds, and construction claims and litigation.

U.S. Environmental Protection Agency, Boston, MA (1989-1994). As Chief of the General Law Office, she was a senior manager with oversight of a wide range of cases and policies.  As International Coordinator, she managed environmental partnership programs in Hungary and Asia. As a Superfund attorney, she handled enforcement and cleanup issues on hazardous waste sites.    

Hill & Barlow, Boston, MA (1986 – 89). Associate.  Advised architects, developers, and other clients on contract, real estate, corporate, trademark, land use, and litigation matters.
